What is the best way to clean grounded-in cat feces?

I just moved into a new place and the landlord said he’d drop the deposit if I clean it myself. But there is what appears (and smells) to be cat feces that has been ground-in (it actually looks like it has been melted onto the floor. Kinda like gum on a sidewalk on a hot day). What should I do to clean it?
