Have you recently installed a new software? This might be a cause. Did you try restoring your computer to a previous date, before this unfortunate incident occured? What OS are you using?

Oh, my. Windows vista is known for having problems. You should upgrade to W7.

ctrl+shift+escape = task manager.

If it starts, try killing all processes you don’t need. Kill explorer.exe and then run/“explorer.exe” and see if it helps.

If task manager doesnt start, you probably need to reinstall windows from a cd.. sounds like you might have a virus or some nasty spyware..

If you need to reinstall, i would also suggest a switch to windows 7 while you are at it anyway..
