How to you turn a video into looking 8 bit?

I have been wanting to make a video look 8 bit for a long time and I just got the audio for it and I really need to know how to. I see plenty of 8 bit videos on video sharing websites and i want to learn how to do it myself. Thanks so much.

Generally, 8-bit is a style of animation not a visual/video effect, so it is not a one button fix in a program like iMovie or Windows Movie Maker.
