Why are class 2 and up night vision goggles illegal in Canada?

From what i’ve read in Canada you can only own class 1 night vision goggles, anything else is illegal. Why?

According to wikipedia, you should blame this weird US export regulation. I don’t know if this affects Canada though.

ETA:

Further internetting on my part suggests that it is illegal to purchase night vision from US based companies in Canada.

@Fiddle_Playing_Creole_Bastard That sucks, because I want to buy some class 3 night vision goggles. oh well:(
