What's the best paint to use on the body of a bicycle. I've got a sea green "Roadmaster" hybrid that I'd like to paint flat black. Any ideas?

I would think that an enamel would do the job.

If you don’t mind paying someone else, powdercoating is a good way to go. Durable and inexpensive.

Or auto paint is perfect. If you strip it first and seal the tubes and bottom bracket, an auto painter might paint it alongside an existing job for a small fee. Though you would be limited to whatever colors they were already using.
