Do I have any restrictions on using contractors that live in other countries?

I would like to have an artist design a logo for a client of mine but the artist lives in Ukraine. As a U.S. businessperson, are there any legal considerations that prohibit me from contracting with someone that lives in another country?

Check with the client or check your contract and see if the client has a “Buy American” clause.

But you should be able to use any artist you want for a logo. Decals or labels for “buy American” would have to be produced in USA

I in the past have contracted with foreign Artists and Software designers, without a hitch. I would have to agree with @Tropical Willie re the “Buy American” or wherever you/your client may be from… restrictions.
