What does 'enable data service' mean on a cell phone?

I already have an unlimited data plan in place.

Why is it asking me to enable data service? I have the option of canceling or enabling.

I just got this phone a few days ago and it’s already been activated and I can use it just fine.

Has anyone else experienced this?
