Can anyone name some towns that have been purposely flooded?

I’m trying to get the name of a town in the US that was flooded for the purpose to let upcoming hurricane water flow to the poorer parts of the state and save the more prominent ones. This is in fact when blacks left the republican party and became mostly democrats because the promises that were made to restore their homes after being purposely flooded were not kept by city council members and this left a lot of blacks homeless.
