Youtube videos skipping seconds?

I’ve seen a few youtube videos where the second last second is skipped entirely. Whats going on?

Are you saying the last couple seconds of the videos are cut off, or second-long parts are being skipped randomly throughout the video?

Also, is this a problem with uploading videos or viewing other users’ videos? If the latter, try the YouTube HTML5 video player instead of the Flash version.
