Yahoo Fantasy Football Waiver Wire Time Zone Question?

So someone in my league dropped Ryan Torain and he can not be picked up until tomorrow (27th). Our waiver wire is first come first serve. I’m trying to figure out when is the exact moment I can pick him up. I figure it is Midnight – does anyone know if this is true? And if it is midnight, what time zone is it? Does it depend on the league? If it depends on the league, Where do I go to find out what Time Zone we’re using? I’ve looked everywhere.
