Minecraft server not spawning Ghasts or Slimes?

For some reason my Minecraft server isn’t spawning any Ghasts or Slimes, and when I try to use /spawnmob is says unable to spawn mob. Is this a bukkit setting or something?

I asked my Minecraft tech-boy and he has no idea, sorry.
