Are there any plans to build laptops that will have some of the characteristics of the iPad?

A lightweight ( 2lbs? ) powerful laptop with a decent screen size would be great but are they being built to run quietly, to wake up instantly and to generate little heat or better yet none at all?

Lightweight and powerful don’t go well together.
Power produces heat, more power more heat and that requires sizeable active cooling which drives up the weight and size.
There is a reason why high end graphic cards are huge monsters taking up 2 slots in a PC.
The majority of such a cards physical size consists of its cooling mechanism.

Chromebooks are a lot like that. Very minimal laptop.
In all cases the screen will usually use the most power so smaller screens let the battery last longer.
The Windows 8 operating system is being designed with touch screens in mind but I don’t think there are any products with that yet. And with windows under the hood I do not expect them to be power saving champs.

Also, depends what you mean ‘powerful’ as the iPad (and other similar tablets like the galaxy or the transformer) can do some things very well (graphics display) but they would not be so good at number crunching or lots of data manipulation that a regular laptop with an AMD or Intel x86 processor would be much more powerful at.
