How do you stop your 2 year dog from whining when she sees people, cats, and other dogs?

In the house and when I take her for walks, she tends to whine when she sees other animals or people.

clicker training could work, if you take time for it. Kayak is good on this

She is showing signs of boredom….....she wants to interract with another animal . She is not being aggressive trust her and let her of the lead….......let your dog enjoy the company of other dogs and when she realises that others are not out of bounds then she will stop.

Your dog is a dog, you cannot impose your will on her. I agree with @pussinboots her whining is a communication that she is excited and wants to play, interact. If she is an only dog and you do not provide her with enough exercise, social and play time with other dogs, people, she is bored and neurotic, not her fault. Dogs become neurotic because of their owners.
If you are meeting her needs for social and play time then she is just a high strung dog that gets overly excited at stimulus. Let her be herself, and do your part to give her a stimulating life. Some dogs need more stimulation just like some people, if she is an extroverted and highly curious pup that is who she is.
