Would Bluetooth work this way?

I’m wondering if a Bluetooth adapter such as this one would operate if it were simply given power (if I were to plug it into this, for example). And by “operate” I’m asking would it broadcast a Bluetooth signal that another Bluetooth device could detect? I’m fully aware that just plugging it in to a power source isn’t what you’re supposed to do with it but I need to know if it would start to send a signal or if it needs to interface with an operating system and what not to do that. Thanks
