By my search it seems like it’s a changed version of Plastic Bertrand’s Ca Plane Pour Moi.

I’ve done quite a bit of searching too and it just sounds to me like a little generic riff instead of a full song.

Sounds like a “fill-in riff”, which normally is not connected to a particular song.
