Could anyone tell me what a 'Carte Officielle de Con' is?

So this French guy tried chatting me up lat night and gave me this card with his name and picture on. I’ve tried looking on the internet to see what it is in case it was important. I’ve gleaned that it’s nothing worth trying to track him down for and return but I’m just curious as to what it is. Can anyone help?
