What's a good tool for batch renaming a whole folder of files on a Windows 7 PC?

I need a tool that will loop through thousands of image files and search/replace particular characters and or strings. It needs to support Perl RegEx expressions in the search. Anyone know of such a utility?

That’s where I ended up. Built a batch file. I wasn’t exactly comfortable with it anymore, but Google supplied the missing pieces.
