Because as Google says,

“Hair is curly or straight, depending upon the number of disulfide bonds between hair proteins found in the hair shaft.

The greater the number of links, the curlier the hair, and the fewer the number of links, the straighter the hair.”

Heredity. Genetics. However, your hair texture and color may change during your lifetime. And when you’re older, even your eye color may change. Mine used to be brown and now are kind of greenish brownish, and in some light, bluish.

I was under the impression that it was the cross section through the hair that changed the way it grows.

A round cross section produces stright hair, and an oval cross section produces curly hair.
The way the proteins bond in gailcalled’s answer probably determines how the cross section forms.

I would hazard a guess that the shape of the folicle which inturn would be determined by the individuals genes would precede the above.

I have always heard that curly hair is caused from the shape of the hair follical.

I still have some very fine, curly baby hair left over from my baby days along with the much thicker, coarser wavier locks of my adulthood.

I found this brief article about genes, hormones, and follicle shape: http://www.npr.org/templates/story/story.php?storyId=102074149
