Is this copy right infringement ?

If someone crafts something along of the lines of this.. http://www.etsy.com/shop/ADDEDTOUCHESBYSCOTT?section_id=8005470
but it quotes lyrics to a well known song, is that copyright infringement and what can be done to stop it?
