Can a b or C cups look small if?

Your waist size is 29 inches?

I don’t feel like my waist is big its 29” but I Feel flat chested. I’m a 38b to c. Most would say that doesn’t sound small but I look flat. I’m just curious what is the appropriate size for my waiste size then? I’m just curious as far as a boob job?

Perhaps try another bra type. Some do push breasts down flat. It is always a good idea to be remeasured every year. Or even at each purchase. In terms of size and waist it is better to speak to a surgeon as he has an eye for aesthetics. (The more lift a bra gives, the more space it creates under that area making a waist look smaller).
