How do I make an animated gif?

There are scenes from movies I can rip from DVDs and I want to make it into an animated gif to post on tumblr.

I have used this one quick and easy site but the problem is tumblr only allows 1MB for the gif, otherwise it doesn’t move. So the second question would be how could I compress an animated gif?

I know some people use photoshop and whatever to make the animated gif, but that costs quite a lot. I was hoping there’d be something else I could download for free or whatever. I’m not going to spend money on a program just to make gifs. It’s not like a regular basis or anything, I just want these scenes so I can post them.
