Why does my dual monitor system use less memory than a single monitor setup?

I have recently added a second monitor to my pc. Prior to this my system memory was running at about 70% usage. After installing the second monitor (using the same video card) my average memory usage has dropped to 35% (with the same number of applications open) Is this normal?
