Anyone know what is the remedy for a code:0x80070426 that prevents the troubleshooter from starting?

I am running Windows 7 on my Asus Eee netbook, and when I go to the library to access their hotspot, it takes some time to connect. After I am connected, when I mouseover the Wifi icon it tells me I am not connected but networks are available. If I click on it to see what the other networks are, I find I am connected to the hotspot just with limited access. If I try to use the connection troubleshooter to diagnose the problem I get an error, the details of the error is:

Path: C:\windows\diagnosis\system\network
Error code: 0×80070426
Source: engine
Context: elevated

I read online there were some measure to take, like running SFC /SCANNOW, but they only worked until you rebooted. Anyone knows of a way to make a permanent fix for this problem?

I was doing some web-surfing and came across this post in the Microsoft help forum about the error code 80070426. The answers there may be helpful.

had an error problem a while back, my scanner wouldn’t work kept telling me I had error such and such,found this program and bought it cured my error problem right away was easy to install but isn’t free think I paid about $30 for it I highly recommend it.
