Could you please answer a question about phones?

A friend of mine said a person can call 9–1-1 if you don’t have an account with any telephone service.
Another person said that was wrong. What the other person meant was that you could still call 9–1-1 even if your battery seemed discharged and the phone didn’t work until recharged.
Who is right?

I have heard and been told 911 will still work,even if the cell phone has no account.
But how can any phone work if it isn’t charged??

If your cell phone has a dead battery, nothing works no matter what.

@jca Yeah, that was my opinion.

Let’s see…also, if you call 611 you will be connected to the carrier that owns the towers your phone is pinging off of. So, like, if you’re in trouble and don’t want o call 911 because you just don’t like cops, you can call 611 and still have somebody to talk to.

In the USA any phone that has E911 can be used to dial 911 without an account. The wireless phone companies tell you not to let old non connected phone be use as a toy for toddlers, they can and do dial 911. Here is article about kids accidentally dialing 911

Who the hell would give a toddler a cell phone with the battery still in it?

FYI, I’ve also heard of On Star responding to emergencies in vehicles equipped for the service, but the owner had not activated it.
