Personally, I use XnView. Just open the file, hit Shift-S (or go in the menus for Image—> Resize) and there it is.

Imgur.com also offers resizing as well, but I only use that for images I plan to share online. Drag and drop a pic to upload, them hit “Edit image”. In the upper-right corner you’ll see the dimensions in editable boxes.
