Such communications at schools is done by graduate student cohorts and mentors within the institution. @xichyu what school are you attending?

Usually the university will have contracted with a commercial company for a communication shell if there is nothing developed internally by the school.

(And usually the details of a question give you more of an idea about what the question is asking. It’s not helpful to just repeat the question.)

Do you mean between masters students and PH.D students?

This question would best be asked at Quora. If you are looking to communicate and share with other marine engineering students and advanced degree graduates, then be specific. The population at Quora is very large and there are a lot of PhD’s there.

For example, two weeks ago, you asked how one obtains the longitudinal strength of a ship. Someone on Quora.com asked that very same question and five people from Quora’s Marine Engineering section answered. I think you might have some success there. There is also a social aspect to the site as well.
