I’ve noticed that a lot of the airlines right now are offering rental only coupons links to car companies. You don’t have to be flying on that airline to rent the car from their site. You could get a discount that way and book the hotel separately. The green rental cars are considered a specialty item still, and in shorter supply, thus creating a higher demand and price. It is generally cheaper to rent a car offsite, rather than at an airport (or connected to one), as fees are tacked on for airport use.
