What is the name of this CPR app? (details inside)

A couple of years ago, I read about an app where people who had been trained in CPR could sign up to volunteer to be notified to help out if there is heart attack victim nearby. Do you know the name of the app?

I think you are talking about the PulsePoint app.
“Santa Clara County, Calif., agencies use the PulsePoint app with the goal of mobilizing CPR-trained citizens if someone in their immediate area is experiencing cardiac arrest.”
It is a great idea – in theory.
