Didn't one of the Eastern Seaboard states have a referendum on preferential voting?

It was passed in Maine.

@rojo Yes, I have watched it and its problems here in the SF Bay Area. It was a disaster with the last Mayor in Oakland, who actively campaigned to be everyone’s second choice. And it has been a mess in San Francisco where politicians make deals with other people running for office that have no chance at winning and whose ideas are not all that popular.
