I have files that I want to put onto a ps3/dvd, what programs should I use to make it look best? Is there a way I could do it with little to no distortion of the movie?

I think ConvertXtoDVD is a good program. It automatically does the DVD menus (you can choose different styles) and all the other options by itself, like which type of compression, aspect ratio, etc. You can set those yourself too.

Your question is a little confusing- you have video files that you want to burn to DVD? Or do you want to burn to blu-ray (which is the high-def disc that PS3 games are on) Or do you want to stream video from your PC to your PS3?

I for the most part, want to make the file playable on my ps3 via dvd. Sorry for the confusion. No blu-ray stuff though.
