General Question

If you encrypt an Excel file in a folder on your desktop, what does that mean? that the file is safe from hacking?

also, windows is asking me if I want to encrypt the parent folder too. Do i just encrypt the file itself or both file and folder?

Safe from the average nosy person? Probably. Safe from some who knows what they are doing and really wants it? Probably not. It depends on how it was encrypted and how bad someone wants it.
