Is John McCain's brother a moron?

Joe McCain called 911 to complain that he was in a traffic snarl. Check it out on youtube if you haven’t heard the call. http://www.youtube.com/watch?v=mXfESfJwixE Astounding to think anyone with the least bit of good sense would call 911 for a non-emergency. He has been quoted as saying he will no longer be campaining for his bro because of this incident. I never knew the fellow existed…
