Should I start over with my seeds for my vegtables?

I put some seeds in some soil to get keep them inside so they can get started. I planted tomatoes, beans, egg plant and bell peppers. It’s been a week and nothing has popped up. I didn’t use starter soil and I just learned now, that I should keep plastic wrap over them to keep them moist, so I’ve been doing that for a few days. I also think I might not have kept them warm enough at night. Should I start all the way over, with new seeds and new dirt? or will these guy pop outta the dirt soon.

Shouldn’t it take longer then a week to grow a plant?
No, egg plant and peppers can take up to 10 days of warm nights. The best place in most homes is on top of the refrigerator, it’s warm but not hot.
Keep moist, and covered till they sprout.
If you bought the seeds, they probably came in little paper envelopes. Those seed packets often have a lot of information on them, such as how long the seeds take to sprout and what the seedlings look like, as well as the best conditions for growing them. Take a look!
Seeds take all kinds of different times to burst forth. Carrot seeds, for example, can take a month or more – and that’s if the conditions are just right. So give your seeds some more time. A week is early for a lot of common vegetables.
I wouldn’t start over, because the new seeds would take just as long. It’s also possible that your seeds have sprouted, and just not raised their heads out of the soil yet. (They make a root before making leaves.) Patience, grasshopper. ;)
All the suggestions above are worthy of paying attention to. I’d say give it another couple of weeks but remember that the seed packets are dated for a reason… so maybe check the expiration date? You still have plenty of time to start from scratch.
