Can a lack of light cause one eyelid to never form?

Ever since I was little I’ve always had a side fringe sweep over my right eye; my left eye has always been slightly bigger.

The reason for being bigger is the fact that my right side does not have an existing eyelid. It can be forced upon but only temporary before it molds back. It’s hardly visible compared to my left.

So I ask you…
Can a lack of light over a long period of time be the cause of my underdeveloped lid?
