How can something be "new" and "improved"?

The product is new. It’s an improved solution over the previous solution.

I was just reading this story when I saw your question.
I guess apple did the new&improved… new platform improved way to use existing technology.

But before reading the article, I would answer “new” refers to a new launch, and “improved” refers to the features.

I think it’s just another one of those nonsensical marketing phrases.
Just like “now even more tasty” is put on food or drink labels despite being entirely subjective.
Just like cereal labels say “with free toy” even though the toy is of course just included in the price of the product.
