Depends on what you want to do and how complex it should be. You can get an open source content management system such as Joomla or Wordpress, but you do need some basic technical knowledge to set it up.

The web address would be something like http://yourwebname.webs.com but you can buy a URL and point it at the webs.com site. Godaddy.com sells URLs for $10 per year.
