Why is my Bluetooth Device settings on Vista not opening?

I wanted to use my bluetooth on my laptop but it couldn’t find any bluetooth devices around, while my cellphone bluetooth was on at the moment. So one of my classmate decided to open the bluetooth settings but she kept clicking it and it wouldn’t open, nothing is opening! What is going on? Why won’t it open? D:Is there someway I can open it or search a bluetooth device with my laptop?

Edit: Oh, shouldn’t my laptop have bluetooth on it’s own without using a bluetooth adapter/receiver.
My laptop is a HP Pavilion dv4.

On most models, you’d likely need a bluetooth receiver. You can buy one for your usb port for relatively inexpensive.

Wireless-G Card
Wireless-G Card with Bluetooth
Intel Wireless-N Mini-card
Intel Wireless-N Mini-card with Bluetooth

So it is possible that you will need an adapter.
