How old do you have to be to work at Hooters and Bone Daddy etc?

If a 16yr old girl who gets a work permit could she get a part-time job at any of the brestauranta like Hooters, Bone Daddy, and Twin Peaks etc? If they did hire her, would it be legal or illegal for her to wear the standard garb, booty shorts, cropped halter, heels etc? Would you allow your daughter to pursue a job like that? And how do they get away without hiring any men not that a man would want to work there if he had to dress like the girls, and his tips would be #$%!*?
