I have a USB drive formatted in RAW, how do I format it under DOS to FAT32?

A USB drive formatted in RAW will not re format under Windows XP, can I reformat it under DOS prompt to Fat32 or NTFS, if so, what is the command line I need to type. Thanks Trevor
