You can’t transfer saved games. As most games have acheivements for beating the game, being able to upload the completed game to a new user would be unfair, because you would be able to quickly unlock acheivements. Each saved game is saved to both the hard drive for each gamertag, so even though there is a saved game on your console, it will be connected to only the account that the saved game was on.
