Is anyone familiar with the Casabella Chenille Microfiber Floor Duster?

I have a vacuum, broom and this mop thing with a microfiber base but I am unsure how to or why I should use it. Does this replace a mop? What is the benefit of having this over a regular mop?
The only time I’ve used it, I sprayed a little water on the base and it basically dusted… is this the proper way to use it? Is water even necessary?
