Is there a "best" time of year to look for IT employment?

My partner has decided she is ready to move on from her current position. Is there a best time of year to do this?

Anytime is a good time to search for any job.

A lot of IT jobs are contracted out, so looking on the business side, or as an architect or data management may have more opportunities. One time is as good as another; generally businesses have their budgets for the year lined up by the end of February, and know what their project needs are by then.

No. The best time is when the economy is starts booming. High demand for IT skills. More offers. Better offers. Better pay.
