Anyone familiar with software for making interactive lessons?

I’m looking for software or a website that let’s you easily create interactive lessons.

Specifically I’d like to create interactive lessons for kids with special needs. Has anyone come across software that let’s you easily create matching exercises, quizzes, games, etc. that you can personalize with words and images?
