Does anyone know where I can get a copy of this cartoon short film?

I saw it in a driver safety class maybe 25 years ago. A cop pulls over a driver for failing to stop at a stop sign. The driver says to the cop, “I slowed down, what’s the difference”. The cop ask the driver to step out of the car and he’ll show him the difference. The cop then begins to beat the driver with his night stick, finally asking the driver, “do you want me to stop, or slow down”

Can you give a little more detail on the cartoon? Was it people, animals, famous cartoon characters (bugs bunny, tiny toons, etc). I am now very eager to find this comic because it sounds hilarious.

it was people, and I think a popular cartoonist, I say “I think” because I know I’ve seen this person’s style before of dark humor possibly on a TV show that intersperses live skits with cartoon skits.
