External-mounted DSL POTS Splitter?

Does anyone have experience with installing an exterior DSL POTS splitter? These mount near the network interface device that the phone company installs when they put phone service into your house. This is an example of one: http://www.sjtelecommunications.com/sut-649a1.html. I’d like to know whether this is something an amateur (me) can do or whether an electrician is needed.

It’s just like installing a phone jack, very, very simple. There’s no soldering or anything else fancy, you simple strip the ends of wires bare and connect them to screw terminals. You could do it scissors and a screw driver.
