How do I build up stamina?

I’m 23 years old, 6’ 3”, 280lbs. I used to weigh 220. I cannot for the life of me get my stamina back. I get winded way too quickly and my ankles and calves burn after trying to run a block. What can I do to ease myself into a workout routine and develop good cardio habits?
