Not a cartoon character, but PeeWee Herman has the best laughs, I think.

The best cartoon laugh for me is the one from Woody woodpecker (childhood favourite cartoon character),second only by Squidward Tentacle.

@Doctor_D , I do agree that Squidward has quite an amusing laugh. The nose bobbing up and down only adds to the humor.

IMHO, Mutley had the best laugh. I do a mean Betty Rubble and a former boss laughed like Scooby Doo without even trying.

I love that, “Hah! Hah!” Nelson does on the Simpsons. I do a pretty good Nelson, if I do say so myself…
