What's the difference in #FFF and #FFFFFF in CSS and why does it matter?

Recently when reading tutorials and stuff online, I’ve noticed that there are times when people use only three characters instead of six. Why is this? I know three characters save a bit of space, but is there another reason? Where can I find a chart with these three character colors? Can anyone tell me what it’s called? [six is hexadecimal, three is ?]
