How can I add original characters to an existing font?

I am interested in creating a few new punctuation marks for a paper I am writing, which will ideally be printed in Times New Roman. If I design the characters in some sort of vector-based program (I know how to do that) how can I add them to a font? Or even just create a new font, if necessary, and add the regular TNR characters to the font?
Is this even possible?...
(How do I even make a new font?!?!)
