Keyboard Remapping: How Can I Replace Characters In Vista?
I have multiple languages installed because I often need to switch between English, Serbian, and Japanese. However, the Serbian keyboard is really annoying because the Y and Z are switched. Does anyone know how I can permanently (or with software) remap the characters on a non-primary keyboard?

Go to your start menu, open help & support, and search keyboard mapping.
All that brings up is how to switch between keyboard layouts and what character maps are. I have the multiple language support already installed, now I just want to change individual keys.
I assume you’re looking to create a custom keyboard layout, based on the Serbian, but with the modifications to the location of Z and Y?
I’ve never done that myself, but this might be helpful.
@wildflower: That worked beautifully. Now I just need to figure out where I’m going to put some of those characters that don’t seem to have an appropriate place, like čćžđš, etc. Thanks a lot!
